520			_aEl presente documento aporta información actualizada y análisis, tanto de la coyuntura reciente del sector agroalimentario y su contexto, como de las perspectivas que se vislumbran para el 2013. Es este un esfuerzo conjunto que desarrollamos por cuarto año consecutivo la Comisión Económica para América Latina y el Caribe (CEPAL), la Oficina Regional para América Latina y el Caribe de la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO) y el Instituto Interamericano de Cooperación para la Agricultura (IICA). El capítulo especial de este año está dedicado al tema de la tenencia de la tierra en América Latina y el Caribe. Allí se analizan las tendencias recientes en cuanto a políticas de tierras, procesos de cambio estructural y retos pendientes, tales como la titularización, que sigue siendo precaria en muchos países de la región. En el documento se reconoce que la coyuntura enfrentada durante los últimos años complejiza los procesos de formulación de políticas y de toma de decisiones, tanto para los agentes públicos como para los privados. Pero también provee una oportunidad para el desarrollo de políticas públicas más sofisticadas, integrales y de largo aliento, abordando temas que trascienden lo puramente agrícola. El contexto es favorable para rescatar el rol del Estado en la provisión de bienes públicos para la agricultura, para promover una mayor participación de los actores del sector en los procesos de elaboración de políticas y visiones estratégicas, y para propiciar una mayor colaboración público-privada, sobre todo para incrementar la inversión, en particular, en investigación, desarrollo e innovación.
520			_aThis report provides information and analysis, both of the current situation and context of the agri-food sector and the outlook for 2013. This is a joint effort developed for a fourth consecutive year by the Economic Commission for Latin America and the Caribbean (ECLAC), the Regional Office for Latin America and the Caribbean of the Food and Agriculture Organization of the United Nations (FAO) and the Inter-American Institute for Cooperation on Agriculture (IICA). This year the special chapter is dedicated to the issue of land tenure in Latin America and the Caribbean. The chapter analyses recent trends in land policies, processes of structural change and challenges such as securitization, which remains precarious in many countries of the region. The report recognizes that the global situation in recent years has complicated the process of policy formulation and decision-making, both for public officials and private entities. But it also provides an opportunity for the development of more sophisticated, comprehensive and long-term public policies, dealing with issues that transcend the purely agricultural. The current context is favourable for recovering the role of the state in the provision of public goods for agriculture, promoting the participation of stakeholders in the process of policy creation, and to encouraging greater public-private cooperation, especially in order to increase investment in research, development and innovation.
