Presenta además un panorama sobre la situación fitosanitaria del área andina, referidas a medidas de exclusión, prevención y control. Destaca en este punto lo siguiente: (1) problemas potenciales y exóticos para la región; (2) problemas fitosanitarios de reciente introducción; (3) problemas ya existentes y limitantes en la actualidad.
