The study entitled Development Performance and Prospects in the Caribbean Community to the year 2000 is a technical document oriented primarily towards professional economists and policy advisors, some of whom are expected to serve as filters to the policy makers. The present document on the other hand while based upon the study seeks to present the main analysis, conclusions, and recommendations for direct access by governments. Accordingly, greater emphasis is placed on policy issues than on empirical verification of the underlying economic propositions
