It is not intended to be an independent research program. This spill-in enhancement effect on national programs will differ according to the relative strength of the national research programs in member countries. It adds that PROCISUR program was recently subject to an economic analysis. The purpose of this paper is to provide a comparative review of studies of returns to NARC, IARC and the PROCISUR program. Part I of the paper develops the conceptual issues inherent in these evaluations. Part II describes methods used in these studies. Part III reviews NARC studies. Part IV reviews the international studies. Part V provides a summary. (MIBA)
