Its purpose is to facilitate the implementation of IICA 's actions and initiatives in the Caribbean in areas which are of high priority at the regional or national levels and which directly support the Institute's permanent objectives and those of the 1994 - 1998 MTP. The specific objectives of the Differentiated Strategy are: to guide IICA's actions and initiatives in the Caribbean Area, cognizant of the differences and unique features which exist between countries, while providing mechanisms for participation in hemispheric activities and programs for addressing common problems; to facilitate the implementation of high-priority technical cooperation projects and actions at the national and regional levels; and to effectively consolidate and strengthen IICA's functional relationships with both public and private sector institutions based on its institutional comparative advantages.
