Financiamiento del manejo, gestión y cogestión de cuencas hidrográficas en Nicaragua

Sc.) -- CATIE, Turrialba (Costa Rica), 2008 Resumen: El estudio tuvo como objetivo analizar procesos de financiamiento con enfoque de cuencas hidrográficas y proponer modelos adaptativos de funcionamiento. A nivel nacional se abordó el marco legal, así como los diferentes componentes relacionados con el financiamiento. A nivel local se abordó el financiamiento en las subcuencas modelo del río Aguas Calientes y del río Jucuapa. La recopilación de información primaria se realizó mediante entrevistas actores a nivel comunal, municipal y nacional. Se construyeron dos modelos de financiamiento, uno nacional y otro local. Para su desarrollo es necesaria la participación de todos los sectores económicos, sociales e institucionales mediante procesos de concertación y planificación efectivos. También se incorporan algunos mecanismos e instrumentos económicos presentes en las leyes que permiten canalizar recursos y ser invertidos bajo principios de compensación, para que generen externalidades positivas y contrarresten las negativas generadas que producen las actividades económicas en las cuencas hidrográficas.Resumen: The objective of this study was to analyze processes of financing using a watershed approach and to propose models of adaptive financing. At the national level the legal framework was analyzed, as well as the different components related to financing. At the local level the financing in the Aguas Calientes and Jucuapa watersheds was analyzed. The collection of primary information was conducted through interviews with actors at the community, municipal and national levels. There were two models of funding, one national and one local. For their development it required the participation of all economic, social and institutional sectors through cooperative and effective planning processes. It also incorporates some of the mechanisms and economic instruments present in the laws that allow them to channel resources to be invested under the principles of compensation to generate positive externalities and offset the negative results that are caused by economic activities involving watersheds.
