Este estudio aborda el análisis del recurso hídrico en la Cuenca Alta del Río Lempa. El objetivo principal es hacer una evaluación económica - ecológica del recurso hídrico para fundamentar el ajuste de la actual estructura tarifaria de ANDA en el AMSS. Se propone el pago del servicio ambiental hídrico del bosque como una opción de generar ingresos que permitan el financiamiento de actividades de conservación y restauración de dicha cobertura. Estos ingresos han de distribuirse en actividades de conservación de bosques pagando un monto de 89.21dólar/ha/año financiados con el valor de captación; en actividades de restauración de bosques (271.73 dólar/ha/año) financiado con el valor de restauración; en actividades relacionadas con el desarrollo social financiado con el valor del agua como insumo de la producción; y en actividades de contingencia debido a emergencias por desastres naturales, financiado con el valor del margen de ahorro-inversión. Se propone como instrumento de manejo financiero el fideicomiso.

The study conducted an economic and ecological evaluation of the hydrologic resources in the upper watershed of the Lempa River in support of a proposed adjustment of the current tariff structure set by the National Aqueduct and Sewage Administration (ANDA) in the San Salvador metropolitan area, El Salvador. A proposal for a system of payments by resource users for hydrologic environmental services in the Lempa River Upper Watershed was developed, in order to generate funding for forest conservation and restoration activities and thus improving the provision of watershed services. It is proposed that the income gained from these payments be distributed in the following manner: US 89.21 dollars per hectare per year for forest conservation activities financed by income gained from the water capture payments, and US 271.73 per hectare per year for forest restoration activities from the forest restoration payments. Additionally, income gained from payments for water as a producjtive input would be allocated to social development activities, and the contingency fund would be destined to cover the cost of emergencies caused by natural disasters. The establishment of a trust fund is proposed to manage the financial resources of the system.
