Presenta un diagnóstico de la problemática agrícola de México, y da sugerencias de tipo general sobre las posibilidades de enfrentarla a través de la cooperación e intercambio con los países del Hemisferio. Señala áreas generales de cooperación, y ámbitos precisos para iniciar proyectos en el marco del Plan de Acción Conjunta para la Reactivación Agropecuaria en América Latina y el Caribe (PLANALC) promovido por el IICA. Destaca los lineamientos estratégicos para el desarrollo agropecuario mexicano, tanto en función de la economía nacional como del marco internacional. Señala las principales áreas programáticas de acción conjunta entre México, América Latina y el Caribe: investigación agrícola, biotecnología y comercio agropecuario. Otras áreas posibles de concertación conjunta serían: programas cooperativos en sanidad vegetal, investigación pecuaria, salud animal y sector forestal. Describe además los lineamientos generales para la concertación de acciones en el área de inversión extranjera en el país y la transferencia de tecnología. Finalmente, enuncia el papel que juega México en la concertación de acciones en el área de financiamiento, específicamente en el marco del Acuerdo de San José, el cual otorga financiamiento a países centroamericanos y caribeños en el aspecto petrolero.

It presents a diagnosis of the agricultural problem in Mexico, and gives general suggestions on the possibilities of facing it through cooperation and exchange with the countries of the Hemisphere. Finally, it enunciates the role that Mexico plays in coordinating actions in the area of ​​financing, specifically within the framework of the San José Agreement, which grants financing to Central American and Caribbean countries in the oil field.
