El turismo en espacios rurales ha sido promovido en América Latina como una alternativa de desa-rrollo rural, dentro de otras muchas, debido a que es considerado un mecanismo para diversificar los ingresos de las comunidades rurales y generar empleos; además, representa una oportunidad para valorizar la cultura agropecuaria rural, entre otros beneficios. En este contexto, se implementó en el municipio Rómulo Gallegos del estado Apure, Venezuela, el proyecto Validación de un instrumento marco para la elaboración de programas de desarrollo turís-tico en territorios rurales de América Latina, el cual fu financiado por el Fondo Concursable de la Dirección General para Proyectos de Cooperación Técnica (FonCT) del Instituto Interamericano de Cooperación para la Agricultura (IICA). Cabe destacar que la iniciativa se aplicó simultáneamente en localidades de Panamá y Paraguay. El presente documento de trabajo integra el marco general y resultados del proyecto referenciado, desarrollado de 2012 a 2014 en el municipio Rómulo Gallegos. En esta línea, la estructura del mismo se conforma de cinco apartados: objetivos, marco conceptual y metodología, diagnóstico de la si-tuación actual turística, plan de acción turística y plan de gestión. |
