En un esfuerzo conjunto, la Secretaría de Estado de Agricultura de la República Dominicana, (SEA) y el IICA, realizaron este estudio cuyo propósito es recomendar pautas para la readecuación normativa, organizativa y operativa de la Subsecretaría Técnica de Planificación Sectorial Agropecuaria (STPSA), incluyendo la redefinición de su rol, su estructura orgánica, funciones y mecanismos de dirección, las acciones colaterales de fortalecimiento institucional requeridas y los recursos necesarios para su ejecución. En la primera etapa del trabajo, se realizó un diagnóstico institucional del organismo y un análisis complementario sobre algunos indicadores de desempeño institucional y en una segunda etapa se elaboró una propuesta de fortalecimiento institucional de STPSA. El contenido por capítulo del documento es el siguiente: I. Introducción. II. Metodología. III. Diagnóstico institucional de STPSA. IV. Propuesta de fortalecimiento institucional de STPSA. Se agrega un anexo técnico que presenta la memoria de un seminario taller que recoge las opiniones y sugerencias del grupo de informantes calificados y algunos instrumentos necesarios para la ejecución de la propuesta.
