Presenta antecedentes generales y específicos de la reforma agraria venezolana destacando en este contexto los programas de desarrollo rural impulsados en las dos últimas décadas desde los años sesentas. Describe la problemática que afecta al sector agrario señalando sus principales problemas así como aquellos más graves dentro de los proyectos de desarrollo rural. Proporciona el marco del VI Plan de la Nación, donde se desenvuelve el desarrollo rural. Describe el Programa Nacional de Areas Rurales de Desarrollo Integrado (ARDI) en forma esquemática en sus aspectos organizativos y operativos. Por decreto presidencial, la región denominada Valle de Aroa es declarada Area Rural de Desarrollo Integrado (ARDI) y por lo tanto queda incluída en el Programa Nacional. Explica los objetivos de ARDI-AROA, la estrategia a implementar para su ejecución, la estructura organizativa y funcional, dependencias involucradas, los programas a desarrollar y las características del área beneficiada. Presenta el plan general de desarrollo del área y menciona aspectos a considerar y evaluar dentro del Plan. Destaca los logros alcanzados a junio de 1983 en función de los programas en ejecución. Señala la asesoría y la cooperación del IICA dentro del Proyecto ARDI-AROA. (ACH) |
