San Pedro del Norte (SPN) es un municipio ubicado en las laderas del norte del departamento de Chinandega, Nicaragua, colinda con el municipio de San Marcos de Colón, Honduras. Varios eventos climáticos, alternados entre sequías y tormentas tropicales, han afectado al municipio. La sequía del 2001 motivó a las autoridades municipales a implementar un proyecto piloto de pago por servicio ambiental (PSA) hídrico para restaurar la microcuenca Paso de los Caballos, localizada en San Pedro de Potrero Grande en Nicaragua. Mediante una Ordenanza Municipal, crearon un Fondo de Servicios Ambientales (FSA) que se implementa desde el 2002. El PSA permitió fortalecer la capacidad institucional en materia de gestión ambiental, mejoró la disponibilidad de agua, contribuyó al mantenimiento del bosque nativo y ha aumentado el capital social del gobierno local. Sin embargo, todavía se requiere fortalecer aún más el FSA para aumentar las áreas de conservación en la microcuenca, pero la población es de bajos ingresos. Se requiere la concertación entre el Plan de Desarrollo Municipal y los mecanismos nacionales de transferencias de recursos financieros a los municipios para que permita fortalecer el FSA. Por los beneficios globales de la regeneración del bosque, habría que explorar la posibilidad de obtener recursos internacionales, pero esta gestión sobrepasa la capacidad actual. Ante escenarios de cambio climático actuales y futuros, el PSA es un mecanismo que fortalece la capacidad adaptativa de los recursos hídricos, pero hace falta mejorar el índice de desarrollo humano. |

San Pedro del Norte is a municipality located on the northern hillsides of the department of Chinandega, Nicaragua, bordering with the municipality of San Marcos de Colón, Honduras. Various climate events, alternating between droughts and tropical storms, have affected the territory. The drought of 2001 motivated the authorities to implement a pilot project on payments for environmental services (PES) to restore the micro watershed Paso de los Caballos, located in San Pedro de Potrero Grande in Nicaragua, the main water source. In 2002, upon approval of a municipal ordinance, the local Fund for Environmental Services (FES) was created. This mechanism strengthened the institutional capacity in environmental management, improved water availability, contributed to the maintenance of native forest in the micro watershed and increased the social capital of the local government. However, the FES is small compared to the area needed to significantly increase water capture in the catchment area, and the low income of the population limits asking for additional contributions. To strengthen the FES requires coordination between the Municipal Development Plan, which integrates the amplification of the PES mechanism, and national mechanisms for transferring financial resources to municipalities that will permit them to strengthen the local FES. Since there are global benefits due to forest regeneration, it may be possible to obtain international resources for the FES, but additional capacities are needed to access global environmental mechanisms. The actual and future scenarios of climate change require adaptation measures similar to the PES mechanism implemented in San Pedro del Norte for water resources, but to obtain a greater adaptive capacity, improvement of the human development index is sorely needed. |
