El presente estudio reúne la incorporación de la herramienta SIG y una hoja de ruta para la implementación de la metodología para la planificación de un sistema de alerta temprana (SAT) a inundaciones en la región de Madre de Dios, en Perú. El uso de las herramientas SIG muestra la capacidad de la tecnología como un aliado a la predicción y prevención de las amenazas a los desastres por eventos extremos de fácil uso y manejo, con el fin de detectar zonas vulnerables o propensas a inundaciones. Las herramientas usadas son el ArcGIS 10 con las extensiones: 3D Analyst y HEC - GeoRAS, así como el software de modelación hidrológica HEC - RASEn el diagnóstico inicial del sistema de alerta temprana, impera el trabajo individual de los actores e instituciones, lo que dificulta las acciones colectivas y la solución de problemas. La metodología que se elaboró para este estudio, determinó: (1) las zonas vulnerables a inundaciones, y el nivel de participación social ante amenaza, en donde el estado tiene un nivel medio de participación y la población un nivel bajo de participación, (2) procesos y procedimientos en el SAT actual que son de difícil ejecución por razones técnicas y administrativas, los cuales sirvieron para elaborar su reformulación , (3) Las lecciones del presente estudio plantean nuevos elementos, herramientas y enfoques en los planes estratégicos de intervención regional, para solucionar los problemas identificados en el Sistema de Alerta Temprana (SAT) de la región de Madre de Dios, con el fin de lograr la sostenibilidad del trabajo. |

This study meets the inclusion of GIS tool and a roadmap for the implementation of the methodology for planning an early warning system (EWS) for floods in the region of Madre de Dios, Peru. Using GIS tools shows the ability of technology as an ally to the prediction and prevention of threats to disasters from extreme events easy use and management, in order to detect vulnerable or flood prone areas. The tools used are the ArcGIS 10 with the extensions: 3D Analyst and HEC - GeoRAS and hydrologic modeling software HEC - RAS. In the initial diagnosis of early warning system, prevails individual work of actors and institutions, which makes collective action and problem solving. The methodology developed for this study determined: (1) areas vulnerable to flooding, and the level of threat to social participation, where the state has a medium level of participation and low standards of participation, (2 ) processes and procedures in the current EWS that are difficult to implement due to technical and administrative reasons, which served to develop his reformulation, (3) The lessons of this study raise new elements, tools and approaches in the strategic plans of regional intervention to solve the problems identified in the Early Warning System (EWS) region of Madre de Dios, in order to achieve sustainability of the work.<br/> |
