El trabajo evaluó el funcionamiento de tres programas nacionales de conservación de bosques: pagos por servicios ambientales (Costa Rica y México) e incentivos para la conservación de bosques (Ecuador), analizando dos aspectos clave: (1) la eficiencia y eficacia en términos del cumplimiento de sus objetivos y su operatividad, y (2) el entorno favorable que hace posible alcanzar la sostenibilidad financiera en el tiempo, con el objetivo de contar con lecciones aprendidas y recomendaciones que puedan reforzar al actual esquema del Programa Nacional de Conservación de Bosques del Perú (Programa Bosques). El estudio incluyó a estos tres países por su cercanía y evolución en el concepto de incentivos para la conservación y PSA, por su amplia cobertura geográfica en términos de área y número de familias beneficiadas, por su trayectoria en años de funcionamiento, por la diversificación de estrategias en cuanto al financiamiento y por la disponibilidad de información con la que se cuenta hasta la fecha. Se realizó en tres etapas, la primera consistió en la elaboración de dos matrices que usando criterios e indicadores medirían el grado de cumplimiento de los dos aspectos clave planteados. Ambas matrices fueron validadas por expertos nacionales e internacionales y sus aportes sirvieron para generar la versión final. La segunda etapa consistió en el levantamiento de la información en los cuatro países de estudio y la tercera etapa incluyó el procesamiento de datos y la retroalimentación de las experiencias a través de un taller internacional realizado en Lima, Perú con los funcionarios públicos del Programa Bosques y demás especialistas del sector con el fin de plantear las sugerencias de mejora a dicho programa. Los resultados indican que las principales lecciones aprendidas de las tres experiencias analizadas para el logro de la sostenibilidad financiera son: (1) se debe articular estrategias de intervención con los distintos sectores involucrados, y tener gran poder de negociación en el ámbito político para el logro de los objetivos del programa (2) se deben establecer condiciones previas para el buen funcionamiento del programa -marco jurídico claro, rendición de cuentas, información y monitoreo, instrumentos de mercado, personal comprometido, entre otros- (3) las estrategias de mercadotecnia para promover la inversión de los distintos sectores de la población, deberán ser desarrolladas una vez establecidas "las reglas claras del juego", es decir, cuando se tenga claro el propósito del mecanismo a emplear, las modalidades de aportación, los entes encargados de su administración, la identificación y priorización de los prestadores del servicio, los potenciales inversionistas, entre otros. Además, se reconocen otros factores clave, externos al mecanismo financiero empleado, como el diseño adecuado de políticas públicas y la institucionalidad que hace posible la operatividad del programa, entre otros. |

The study evaluated the performance of three national forests conservation programs: Payments for environmental services (Costa Rica and Mexico) and incentives for forest conservation (Ecuador), analyzing two key aspects: (1) the efficiency and effectiveness in terms of fulfillment of its objectives and its operation, and (2) the enabling environment that makes it possible to achieve financial sustainability over time, in order to have lessons learned and recommendations that can strengthen the current scheme of the National Forest Conservation Program of Peru (Forest Program). The study included three countries because of its proximity and evolution in the concept of incentives for conservation and PSA, for its wide geographical coverage in terms of area and number of beneficiary families, for his life in years of operation, diversification strategies in funding and the availability of information that is counted to date. Was conducted in three stages, the first was the development of two matrices using criteria and indicators that would measure the extent to which the two key issues raised. Both matrices were validated by national and international experts and their contributions were used to generate the final version. The second stage consisted of the collection of information in the four study countries and the third stage included data processing and feedback through the experiences of an international workshop held in Lima, Peru with public officials and Forests Program other sector specialists in order to raise suggestions for improvement to the program. The results indicate that the main lessons learned from the three cases analyzed for achieving financial sustainability are: (1) intervention strategies should articulate with the different sectors involved, and have strong bargaining power in the political arena to achieve the objectives of the program (2) must be set preconditions for the proper functioning of the program clear legal framework, accountability, reporting and monitoring, market instruments, committed staff, among others, (3) marketing strategies for promote investment in the different sectors of the population, should be developed once established "clear rules of the game", ie when they are clear about the purpose of the facility to be used, methods of contribution, the bodies responsible for administration the identification and prioritization of service providers, potential investors, among others. In addition, other key factors, external to the financial mechanism used, as appropriate design of public policies and institutions that enables the operation of the program, and others are recognized. |
