El estudio se realizó con el fin de identificar y analizar instrumentos económicos, fuentes y mecanismos de financiamiento para el manejo de cuencas hidrográficas en Nicaragua. La información se obtuvo mediante información secundaria y entrevistas a actores de instituciones y organizaciones del ámbito nacional. A nivel nacional existen instituciones y espacios de concertación claves para lograr una mejor distribución de las inversiones. Se identificaron varios tipos de programas y proyectos relacionados con el financiamiento de acciones con enfoque de cuencas la mayoría de ellos son financiados por organismos cooperantes, principalmente europeos. Entre los instrumentos económicos identificados que funcionan actualmente están las multas, concesiones, incentivos fiscales y económicos, eliminación de barreras arancelarias, certificados y sellos. Hay otros instrumentos con potencial, como los cánones por utilización y vertidos y ecotasas. Entre los mecanismos de financiamiento identificados están la inversión extranjera directa, fondos de inversión, canjes de deuda, fondos ambientales, fondos multilaterales internacionales y servicios financieros rurales también hay otros con potencial, como el pago por servicios ambientales y los sistemas de ingresos por actividades turísticas. Si bien existe una tendencia positiva en las inversiones dirigidas a procesos con enfoques de cuenca, para lograr el desarrollo de un sistema de financiamiento viable se deben tomar en cuenta las leyes ambientales existentes, la planificación en diferentes niveles y la coordinación y concertación intersectorial. |

This study was undertaken to identify and analyze economic instruments, mechanisms and sources of funding for watershed management in Nicaragua. Information was gathered from secondary sources and interviews with actors from institutions and organizations nationwide. Nationally, there are key institutions and consulting schemes to better distribute investment. Several types of programs and projects related to watershed management funding were identified most of them are supported by cooperation agencies, principally European. Among the economic instruments currently operating are fines, concessions, economic incentives, elimination of tariff barriers, certificates and seals. Other potentially important instruments are fees for use and discharges and eco-taxes. Among the mechanisms of funding, the following were identified: foreign direct investment, investment funds, exchange of debt, environmental funds, international multilateral funds and rural financial services payments for environmental services and tourism revenues could also be potentially useful. A positive trend in the level of investment toward watershed management processes was detected in Nicaragua nonetheless, to ensure the development of a viable financing system, the existing environmental legislation, planning at different levels and intersectoral coordination must be taken into account.<br/> |
