El modelo de cogestión adaptativa de cuencas hidrográficas ha generado respuestas para la gobernabilidad y gobernanza local en América Central. La convergencia de intereses públicos, privados y cívicos en diferentes espacios de concertación ha hecho cuestionar el paradigma existente sobre cómo diseñar e implementar políticas de protección y conservación de recursos hídricos que, a su vez, empoderen a los actores locales en la toma de decisiones relacionadas con los escasos recursos hídricos. El proceso de acción–investigación del programa Focuencas II del CATIE–ASDI muestra que las medidas de protección en zonas de recarga hídrica y de tomas de agua han redundado positivamente en la calidad del agua. Además, el programa ha ayudado a crear nuevas formas organizativas que pretenden incidir en una gestión del agua por cuencas.<br/> |
