Las decisiones de los actores privados en la agricultura son influenciadas por factores endógenos y exógenos. Entre los endógenos se tiene la capacidad del operador y su actitud hacia el riesgo, los recursos de la finca, las condiciones socioeconómicas de la familia, etc. Entre los factores exógenos se incluyen las condiciones de acceso, la existencia de agroindustrias en los alrededores, los oferentes de servicios, las condiciones de clima y el marco regulatorio definido por las políticas públicas. Estas últimas son requeridas para que se tomen las previsiones necesarias, se logre la adaptación y se obtengan medios para el resarcimiento de los efectos indeseables de las inestabilidades asociadas a la variabilidad del clima y al cambio climático. Hay que diferenciar los objetivos de las políticas a nivel local, nacional e internacional, destacando la importancia que en cada caso se hagan explícitas las responsabilidades institucionales. Las políticas a nivel local, en el ámbito de una cuenca o de un territorio son de responsabilidad de los gobiernos locales. Las medidas de política a nivel nacional emanan de varias instituciones. Las medidas de política de responsabilidad de los organismos internacionales requieren la concurrencia de todos los países para definirlas y para acatarlas. Las políticas deben llevarse a la práctica a través de instrumentos específicos que fortalezcan la capacidad institucional. |

The decisions of private actors in agriculture are influenced by endogenous and exogenous factors. Among the endogenous factors are the capacity of the operator and his attitude toward risk, farm resources, socioeconomic conditions of the family, etc. Among exogenous factors are the accessibility conditions, existence of agroindustries in nearby areas, suppliers of services, climate conditions and the rules defined by public policies. The latter are required for farmers to take necessary precautions, to adapt to the scenario, and to acquire means to recover from undesirable effects associated with instability derived from climate variability and climate change. There is need to differentiate policy objectives at local, national and international levels, highlighting the importance that at each level there is explicit recognition of institutional responsibilities. At the local level, local governments are the responsible entities. At the national level, there are many institutions that share responsibilities, and at the international level, the international organizations require agreement of all countries to define and to comply with the policies. Policies must be placed in practice through specific policy instruments, and the institutional capacity must be strengthened. |
