Los incentivos forestales en Guatemala se empezaron a ejecutar en 1975 mediante el programa de incentivos fiscales que el Estado guatemalteco creó a través del Decreto Legislativo No. 58-74 para que personas individuales o jurídicas realizaran gastos comprobados en plantaciones forestales no menores de 5 ha, permitiendo la deducción de hasta un 50% del impuesto sobre la renta (ISR) y del impuesto de circulación de vehículos. Bajo esta modalidad de incentivos fiscales, apenas se reforestaron alrededor de 20.000 ha durante 23 años. En 1996, con la creación de la nueva Ley Forestal de Guatemala mediante el Decreto Legislativo No. 101-96, se conformó un nuevo Programa de Incentivos Forestales (PINFOR), el cual está impulsando el fomento de la producción forestal sostenible en el país a través de la inversión en las actividades de forestación, reforestación y manejo sostenible de bosques naturales. Este nuevo programa de incentivos forestales responde a la necesidad de promover la reforestación y manejo forestal sostenible a través de pagos en efectivo a propietarios individuales o jurídicos que decidan invertir en la actividad forestal productiva. De 1998 al 2008, el PINFOR ha apoyado la reforestación de 81.854 ha; ha promovido la regeneración natural de 1.800 ha y ha incorporado 160.710 ha de bosques naturales al manejo forestal sostenible. |

The execution of Guatemalan forestry incentives started in 1975 through the Fiscal Incentives Program (ISR for its acronym in Spanish) that the Guatemalan government created by means of Legislative Decree No. 58-74 to induce individuals or legal entities to make proven expenditures in forestry plantations of no less than 5 ha, allowing a deduction up to 50% of the tax on income and on vehicles registration. Under these financial incentives only 20,000 ha were reforested in 23 years. This led in 1996 to a new Forestry Law (Decree No. 101-96) for a new Forestry Incentives Program (PINFOR, for its acronym in Spanish) that promotes sustainable forestry production in the country by means of the investment to encourage aforestation, reforestation and sustainable natural forest management. This new Forestry Incentive Program answers the need to promote reforestation and sustainable forestry management through cash payments to individuals or legal entities that decide to invest in forestry production. From 1998 to 2008, PINFOR has supported the reforestation of 81,854 ha, promoted the natural regeneration of 1,800 ha and incorporated 160,710 ha under sustainable natural forest management. |
