Se analizó el marco legal e institucional de Nicaragua, relacionado con la participación de la mujer en la gestión del recurso hídrico, tomando como referencia la subcuenca del río Jucuapa. Se consultaron actores locales, municipales y nacionales. En Nicaragua, ninguna ley menciona de manera explícita la participación de la mujer en la gestión del recurso hídrico; sin embargo, sí existen normativas (leyes, decretos, ordenanzas y reglamentos) que consideran, y en algunos casos promueven, la participación de la mujer en el manejo de los recursos naturales. Algunas instituciones relacionadas con el agua presentes en la subcuenca muestran debilidades, debido a que los proyectos no están articulados al manejo del agua y saneamiento, de hecho, se desconoce la existencia de planes de manejo y saneamiento del agua para consumo humano en la subcuenca. El Colectivo de Mujeres de Matagalpa, la Fundación Mujer y Desarrollo Económico Comunitario, la Unión Nacional de Agricultores y Ganaderos y el Movimiento Comunal Nicaragüense se destacan entre las instituciones y organizaciones que más promueven y facilitan la participación de la mujer en diversos proyectos en la subcuenca, incluyendo algunos específicos sobre el agua. Se han propuesto múltiples estrategias y acciones para lograr una mayor participación de la mujer en la gestión del agua; las principales relacionadas con la coordinación de esfuerzos entre instituciones y organizaciones, la capacitación, la promoción de la participación, la organización de las mujeres, la elaboración de planes y ejecución de proyectos específicos con participación de la mujer |

Woman participation in the integrated management of water in Nicaragua. 1. Legal and institutional frameworks and strategies for woman participation in Jucuapa sub-watershed. The Nicaraguan legal and institutional frameworks related to female participation in the integrated management of water were analyzed, taking the Jucuapa River subwatershed as a referent. Local, municipal, and national stakeholders were interviewed. No law explicitly states women participation in water management; nonetheless, several regulations (laws, decrees, rules) consider ‑and in some cases, encourage‑ women participation in natural resources management. There aren't concrete programs to promote woman participation; even though, their importance and necessity are widely recognized, in spite of shortness of financial and human resources. A committee created for the management of the sub-watershed states gender equity for its board of directors; also, the watershed local committees include a position for a female representative. Most organizations working in the sub-watershed have serious weaknesses due to the fact that projects do not take into consideration water management or public health. In fact, there aren't plans for managing or cleaning water for human use. Among the organizations that promote women participation in projects -including water projects‑ are Matagalpa women organization, Woman and economic development foundation, Farmers and cattle raisers organization, and the Nicaraguan communal movement. Different strategies and actions have been proposed to promote female participation in water organizations; special attention is given to coordinating among organizations, training, promoting participation, organizing women, developing plans and projects for women |
