Se identificaron las principales características, acciones y situaciones biofísicas, sociales, económicas, ambientales e institucionales que afectan el enfoque de cogestión de cuencas hidrográficas en la subcuenca del río Higuito, específicamente en la microcuenca La Hondura y el área forestal protegida abastecedora de agua La Mirona-El Suptal. Las principales condiciones biofísicas que favorecen la cogestión son la demarcación de microcuencas, el reconocimiento de recursos estratégicos de la cuenca y el ordenamiento territorial. Entre las condiciones sociales están las acciones de saneamiento ambiental, educación ambiental, organizaciones locales cogestoras, convenios de comanejo, declaratoria legal de microcuencas y estrategias de participación ciudadana. Entre las condiciones económicas están la implementación de estrategias económicas (como la Alianza de Caficultura Sostenible) y convenios para el uso de los recursos naturales. Entre las condiciones ambientales están las estrategias conjuntas para manejo de basura y combate de plagas forestales. Entre las condiciones institucionales está la organización de estructuras locales para el manejo del recurso agua, con sus respectivas normativas. Finalmente, entre las principales condiciones que limitan la cogestión de cuencas hidrográficas están los conflictos por derecho y uso de los recursos naturales, la tenencia de la tierra y la actividad agrícola y ganadera convencional ‑principal causa de deforestación en la zona. |

The main biophysical, social, economic, environmental, and institutional conditions that affect the watershed co-management in Higuito River sub-watershed -especially in La Hondura micro-watershed and La Mirona-El Suptal forest-protected area - were identified. The main biophysical conditions that favor co-management are: micro-watershed delimitation, determination of strategic resources, and land ordering. Among the social conditions are: environmental cleaning up, environmental education, local organizations for co-management, co-management agreements, legal declaration, and strategies for people participation. Among the economic conditions are: implementation of economic strategies (such as the Alliance for Sustainable Coffee Production) and agreements for natural resource utilization. Among the environmental conditions are: joined strategies for waste disposal, and control of forest plagues. Among the institutional conditions are: the creation of local structures for water management, and corresponding regulations. Finally, among the conditions that restrain watershed co-management are: conflicts for using and possessing natural resources, land tenure, and conventional agricultural and cattle raising practices; this last one is the main cause of deforestation in the region. |
