La vulnerabilidad actual a la cual se enfrentan los servicios ecosistémicos hídricos (SEH) en Nicaragua crecerá por el aumento previsto de la vulnerabilidad climática. Para determinar la capacidad adaptativa de la sociedad frente a este problema, se analizó el marco regulatorio y la red política presente alrededor de los SEH. El primer artículo propone unos componentes que pueden ser considerados indicadores relevantes de capacidad adaptativa, y verifica la presencia de estos indicadores en el marco regulatorio considerado, que consiste en las políticas formales alrededor de la oferta, la demanda, la generación de información y la regulación de los SEH en Nicaragua. En el segundo artículo se identificó quienes constituyen la red política alrededor de esta regulación, qué organización representan los actores que conforman la red, cual es la fuente de la información que maneja el actor y cuáles son sus percepciones y objetivos. Identificar las barreras presentes entre actores políticos pertenecientes a diferentes dominios y a diferentes escalas puede contribuir a la resolución de las mismas y a la creación de oportunidades, como por ejemplo una coordinación política eficiente en un futuro de cambios rápidos y ambiguos. |

Current vulnerability to which water ecosystem services (WES) are facing in Nicaragua will grow by the expected increase of climate vulnerability. To determine the adaptive capacity of society towards this issue, we examined the regulatory framework and the policy network around the WES. The first article suggests that some components can be considered as relevant indicators of adaptive capacity, and verifies the presence of these indicators considered in the regulatory framework, which consists of the formal policies about the supply, demand, information generation and regulation of WES in Nicaragua. The second article identifies who are the policy network around this regulation, which organization represents the players that make up the network, which is the source of the information handled by the actor and what are their perceptions and goals. Identify the barriers between political actors belonging to different domains and at different scales can contribute to solving them and creating opportunities, such as an efficient policy coordination in the future of rapid change and ambiguity. |
