Esta investigación se realizó en la microcuenca del río Gila, Copán, Honduras, con el fin de precisar la vulnerabilidad a deslizamientos e inundaciones. La metodología incluyó la determinación de la vulnerabilidad global, la identificación participativa de amenazas mediante mapeo comunitario, la identificación de áreas críticas y estimación del riesgo a deslizamientos e inundaciones mediante modelación hidrológica e hidráulica, la integración espacial de la vulnerabilidad y las áreas críticas, la jerarquización de zonas con mayor riesgo y la propuesta de lineamientos y acciones concretas para la prevención de desastres. La microcuenca presenta una vulnerabilidad alta para ambas amenazas analizadas (inundaciones 64,6% y deslizamientos 68,6 por ciento). Los componentes técnicos, institucionales y educativos presentaron los valores más altos. El mapeo comunitario del riesgo mostró bastante similitud con lo elaborado por SIG. La principal diferencia fue que los habitantes marcaron lugares muy puntuales donde el efecto era muy visible o actual; el SIG, en cambio, permite definir otras zonas que no se pueden determinar a simple vista. Se recomienda la implementación de un programa de prevención de desastres y gestión del riesgo basado en el apoyo a iniciativas que propicien los cambios estructurales y culturales necesarios para el fortalecimiento institucional en la gestión del riesgo, ordenamiento del territorio y manejo de cuencas. |

The research was carried out in Gila River micro-watershed, Copán, Honduras, with the aim of defining vulnerability to landslide and flood. The methodology included: determination of global vulnerability, participative identification of threats by means of community mapping, critical areas identification, landslide and flood risk estimation through hydrologic and hydraulic modeling, spatial integration of vulnerability and critical areas, prioritization of highest risk zones, and proposed guidelines and actions for disaster prevention. The micro-watershed is highly vulnerable to both threats (floods 64.6% and landslides 68.6 per cent). Technical, institutional and educational components showed the highest values. The community risk map was very similar to the one generated by GIS. The main difference was that settlers pointed out very specific places where effects were evident; GIS can determine places not obvious at a first sight. A disaster prevention and risk management program should be implemented to promote structural and cultural changes that strengthen governance in risk management, land use planning and watershed management. |
