La presente investigación se desarrolló en la Mancomunidad de los Municipios de Centro de Atlántida (MAMUCA) en el Litoral Atlántico de Honduras, Departamento de Atlántida, con el objetivo de analizar el manejo de cuencas y la gestión del riesgo a desastres naturales en el área de la Mancomunidad. La información se recolectó mediante diferentes técnicas y herramientas como: talleres, entrevistas, análisis de FODA, revisión de información secundaria y giras a las cuencas. La limitada capacidad para manejar los desafíos que traen consigo los desastres, es que surge la MAMUCA, con el propósito de unir fuerzas y tener incidencia política nacional e internacional. Las mayores oportunidades de desarrollo se reflejan en su carácter gestionador, una sociedad mejor organizada y mayores recursos físicos y humanos para la gestión ambiental. El factor partidista, la poca socialización de la mancomunidad a nivel de la sociedad civil y los incipientes ingresos económicos de los municipios son puntos críticos que deben ser evaluados e iniciar las alternativas para que la MAMUCA sea sostenible como estrategia. |

This study was developed in the Municipal Commonwealth of the Centro of Atlantida (MAMUCA) in the Atlantic Coast of Honduras, Department of Atlantida, with the objective of analyzing the management of the watersheds and the natural disaster risk management in the area of the Commenwealth. The information was gathered by means of different techniques and tools such as: workshops, interviews, FODA analysis, revision of secondary information, and on site evaluations. The limited capacity of the management to overcome challenges that are brought by disasters, (have led to the involvement of MAMUCA), propose to join efforts and have national and international political presence. The best opportunities for development are reflected in management practices, better-organized society, and improved physical and human resources for environmental management. Political factors, limited associative socialization of commonwealth at civil society level, and little municipal revenue are the critical points that should be assessed and the alternatives should be initiated so that MAMUCA may become a sustainable strategy. |
