The purpose of conducting an evaluation of the Medium Term Plan is to make recommendations for the future, based on the experience gained in implementing the current MTP and on recent developments in the region and throughout the world. The objective is to analyze the major changes that have taken place in regard to agricultural and rural issues in the member countries of the Institute; to determine the effectiveness of IICA's actions at different levels: program's, support centers and technical cooperation activities in the countries; to evaluate the methods and tools used to provide technical cooperation during 1987-1993; and to put forward proposals for changes and adjustments in the Institute's operations, objectives and strategies, required to ensure that its action is consistent with the current situation and projections for the future
