Finalmente, enuncia el papel que juega México en la concertación de acciones en el área de financiamiento, específicamente en el marco del Acuerdo de San José, el cual otorga financiamiento a países centroamericanos y caribeños en el aspecto petrolero. It presents a diagnosis of the agricultural problem in Mexico, and gives general suggestions on the possibilities of facing it through cooperation and exchange with the countries of the Hemisphere. It indicates general areas of cooperation and specific areas to initiate projects within the framework of the Joint Action Plan for Agricultural Reactivation in Latin America and the Caribbean (PLANALC) promoted by IICA. It highlights the strategic guidelines for Mexican agricultural development, both in terms of the national economy and the international framework. It indicates the main programmatic areas of joint action between Mexico, Latin America and the Caribbean: agricultural research, biotechnology and agricultural trade. Other possible areas of joint agreement would be: cooperative programs in plant health, livestock research, animal health and the forestry sector. It also describes the general guidelines for the concertation of actions in the area of foreign investment in the country and the transfer of technology. Finally, it enunciates the role that Mexico plays in coordinating actions in the area of financing, specifically within the framework of the San José Agreement, which grants financing to Central American and Caribbean countries in the oil field.
